Section 1

The National President shall have authority to interpret the Constitution and laws of this Union and to decide all questions arising thereunder between meetings of the National Executive Board and shall have authority to settle and determine all grievances and disputes submitted for resolution. Actions and decisions of the National President shall be appealable to the National Executive Board in accordance with Article XVIII of this Constitution.
